First off if I may offer a bit of advice, try using correct spelling, capitalization, grammar, etc. People will be more apt to take you seriously and try to help you out. Then if I were you I would start by scouring the site and soaking up the information, then you might try googling for other sites about UAVs. Eventually you will figure out where you need to start and you can come back here with more specific questions that I am sure people would be more than willing to answer.
Lately, I've been impressed by the number of serious new persons that have not only known what to ask from this site, but who have also brought with them good insights and fantastic ideas to share with the group.

I noticed I was getting quite cynical and pessimistic about the large number of people "window-shopping" for a WalMart UAV.

Perhaps the summer rush of kids is over.

Well, ALMOST!
I'd add to that "spying on others" is not encouraged here.
I would agree, if you are interested in spying on others then you are in this hobby for the wrong reasons.
Try to come up with a concept and base plan for your type of aircraft and start with what you want to accomplish. Set some goals and run with it.
