I have an APM 1.x 1280 board that the GCS is telling me is only putting 2 different PW signals out. With motors armed and throttle down CH4 shows (i assume PWM) of 1048 and with throttle up it shows 1248. I have changed the motors and ESC's with no variation. 

If anyone has any suggestions for what it could be please let me know. I am to the point where I am starting to think its a problem with the APM.
