I am attempting to set up a live camera feed for my drone under construction, and I am working on a limited budget. Can anyone suggest components that can transmit and receive a low frame rate video feed? Could I use the 3DR telemetry kit? I would like it to be easily interfaceable with my computer if possible.

Thank you

I don't think you can do that through the telemetry, WAY too much bandwidth for even low rate feed.

The best way to do it is something like this:

And then a USB video capture dongle for your computer, can be had for about $50.
