when turning the motors on in clean flight, all motors are steady but as soon as i give it any throttle on the taranis all the motors go out of sink, motors 2 and 3 start to ramp to full speed as motors 1 and 4 ramp down to min. any idea what can be done to fix this.

If you are absolutely certain [beyond any doubt] that your ESCs are calibrated correctly then the most likely culprit would be two or more motor channels are crossed or, one or more motors is rotating in the wrong direction.
Beyond that I would investigate the possibility your ESCs have been setup incorrectly (I believe those ESCs come flashed with BLHeli.)
i have calibrated the ESC's and i have calibrated the accelerometer it always does the same thing. it was double checked that the wiring was correct by my buddy that has this same model flying.
