PCB board will not pass current

Ok I built a 4s3p battery using Panasonic 18650 / 3400 mah batteries. I placed a PCB board wired with one balance lead. I get current from battery side but not out P+/P-. The directions said if 0v out P+/P- then apply voltage to activate chip. I tried everything balance charger for Lipo nada "low voltage" or "connection break" shows. I tried putting other 4s battery on like jump start nada. I've changed out 3 different boards nada. Need advice please
