I want to build a quadcopter from scratch but the designed lifting weight that it needs to carry is approx less than 30lb/13kg. Could anyone direct me where I could look at drawings/plans, frames, suitable motors cards and etc.

You might get ideas from the HobbyKing Beerlift competition (lots of videos on-line, including specs).
Last champion was a quad lifting 150 lbs, I think.
Good luck (I guess you know it's a very tall order to get useful flight times at that weight. Impossible, some might say).
