Did manage to find this doing an image search :-) its from a persian site, no talk about this specific model in the translator though. Kinda similar to one of my designs. Mysterious beauty, who ARE you... :-/

Guys all the info you need is in the title of the first post. This is made by Israel Aerospace Industries and it is an ETOP (electrically tethered observation platform). This model is called the panther as the sign depicts.

If you google IAI ETOP you will see lots of images.
