"I agree with the recommendation for a simulator. Even a cheap simulator with non-perfect physics will be very useful. Of course it's best if you pick a sim that actually has a model of whatever plane you choose. Knut"

Are you Army at Camp Navajo? If so you might have other options to get an aerial observation platform. So let me know your position/organization. It matters to the FAA regulations I point you at. If not Army, you will have to follow the FAA regulations to apply for what is known as a COA (certificate of authorization). It is a painful, overly regulated process, but in the end you could have a flying platform for wildfire observation for somewhere between $5K - $9K . While not 'cheap', this can get you a very functional system that is easy to fly, maintain, and deploy. Don't be led astray by some 'commercial' UAV vendors selling systems for $40K and up. We/Fire folks just don't need that, nor given the FAA restrictions would not allow us to use that level of feature anyway. Let me know your questions, I can try to answer.

I've just started learning about this and I'm flailing around on line trying to get a proposal written for our R&D Committee.
