"This only applies for commercial flights and is outdated. http://www.fcc.gov/guides/wireless-devices-airplanes But i'm sure this will be tested because I plan on using GSM in my drone. I say go for it! "

Season Two of the Trust Time Trial (T3) Contest has now begun. The fourth round is an accuracy round for multicopters, which requires contestants to fly a cube. The deadline is April 14th.
