"Michael, I seem to remember that there is a section in the ardupilot wiki that describes how to test your failsafe in a few different ways. I'll see if I can find it over the week end. However I think your FC is behaving as it should. Best DP"

You need to raise the lower end point of your throttle so that the failsafe value is at least 10 below your minimum throttle position. ie as your pwm value is 999 when the TX is switched off, your failsafe value should be 1100, so your low throttle endpoint should be 1110 or slightly greater.

I figured that out yesterday and it kind of works.When I shut the transmitter off now it just disarms and shuts the motors off.
