Inputting LAT LONG /manually

I failed to get the waypoint utility to read and write to the board, and read the comments on the blog.

So I want to put them in manually, but the manual says to put them where it says "wp-lat wp-long I cant find these in the code. I am running 2.2.3

GPS Setting to /binary

I have loaded 2.2 onto the Ardupilot and put the jumper on to set the gps to binary and home position.
The blue led blinks fast but never gets a lock, it used to work before I/ tried to set it to binary

Ground station and config utility

When I try to run the config utility it comes up with "the application failed to inialize properly(0xc0000135)"

Also the ground station wont run as this comes up with

The VI is not executable. the full development version of LabView is required to fix errors
I have downloaded and installed the two items Chris mentioned in the manual
Any ideas?
