Autonomous Flight with no Telemetry

Hey everyone

I am currently working on a long range fixed-wing UAV. I am planning on flying it with APM 2.6. However, since I live in the UAE, where the 900Mhz frequency band is prohibited, I cannot find a telemetry with sufficient range to support my UAV missions (20+km). So my question is, can I fly autonomous flight without any on-board telemetry? Or is there some other telemetry device that have 20+km range?

    433/868 100mW telemetry with proper directional antenna and tracker should be OK.
