I updated to the latest mission planner and I don't see the terminal mode anymore. I am trying to upload apm parameters from a file.

I don't think the CLI in Ardupilot has been used for years. It was a legacy thing that was depreciated long ago, and I assume the terminal display went with it. You don't need it to upload params from a file -- just use the file load dialog on the param screen
