Sending a RTL command outside of MAVProxy on Ubuntu

I am very new to anything other than a simple RC sysstem so I hope my question is clear. I am working on a design project for school and am looking for the best way to send a command from outside MAVProxy. I are trying to set up a response to certain network stimuli that will send a RTL command to the UAV. Right now this is all software simulations, we are using MAVProxy on a VM for the GCS and ArduPilot and JBSim on another VM to serve as the drone. I am trying to find a way outside of MAVProxy to send a RTL command. This could be done by either a .exe file that will can be run or by terminal commands. Can you help point me in the right direction for this?

Additionally, is there anyway to set up the drone to ignore all commands after a RTL is received?
