which drone do you use?
The standard approach is the following.
Android phone with UgCS for DJI application is connected to LightBridge 2 via USB.
UgCS Desktop is on your laptop.
Laptop and phone are in the same WiFi network. This can be either a wifi hotspot on the phone or external wifi router.
You do not need an internet connection.
For the upload of your routes between notebook and UgCS Mobile a WLAN connection is enough. Your mobile device provides a hotspot and the notebook connects to it.

Thanks for the quick replies Alexi.
The real answer I need to find out though is if I'm not in a cellular network area range ie. in the middle nowhere away from cellular towers, can we create a local area network not connected to the global internet for the laptop running UGCS desktop and the phone/tablet running UGCS for mobile to connect to and still be able to upload routes to the drones? We may not have internet access for some upcoming jobs but could create a LAN network easily enough to upload routes if it'll work.
