Elevator movement in FBWA

I have not flown my finwing penguin yet. In manual mode the elevator moves alot (100% i would say). In FBWA mode the elevator moves about only 30% up and 30 % down compared to Manual mode. Is this expected? The same looks to be true for the ailerons

Current Draw while sitting idle

My APM 2.6 with 3DR Voltage/Current sensor tells me i am drawing 6 amps while sitting idle. I have a 600 mw FPV transmitter powered via the battery also. The ESC is powered
