 "the process several times to no avail was fired from the pistol"  I think it means that they were trying to shoot down the helicopter with the pistol, since this was more of a protest it kind of makes sense.

The guy flying the copter must of crapped himself when they started shooting. Its a good thing it was a pistol and not a flak cannon!

More correct translation would be:

On the 10th of December a rally against State Duma ballots falsification was held on Bolotnaya Square in Moscow. These are aerial photos of the event. They were taken with the help of remote controlled helicopter. The helicopter was fired at with flare guns several times, but to no avail.

New York Times (http://thelede.blogs.nytimes.com/2011/12/10/updates-on-protests-in-...) says there were several drones: one operated by Ridus.ru and one by RIA Novosti. Some people in Ridus discussion suggested to put more clear identification to show the UAV is there on behalf of media, as opposed to, say, FSB.
