"hovering" is the worst possible use for (common hobby) EDF's in the atmosphere of planet earth; that said, EDF's may be ideal for subsea "hovering" on this planet - or for the atmospheres of other planets - such as Saturn or Jupiter in which the increased gravity renders a much denser atmosphere. EDF's have a thrust performance which is ideal at the upper end of the flight envelope.
Adding servos merely adds factors in a calculation that looks like this"
