need help with failsafe settings

I've got a 3DR x8 with a FrSky d4r-ii receiver and Turnigy 9xr tx.  I've got everything working except the failsafe. I've followed the instructions on this video

When I turn off my Tx while testing the failsafe the mission planner indicates disarmed after a second but then instead of going to failsafe the motors go to full throttle. 

Can anyone with this setup that has it working walk me through all of your settings for the RX/Tx and autopilot? I would greatly appreciate it!

    A bit more information. I'm going through everything again step by step. In mission planner when checking the failsafe my throttle PWM goes up instead of down when I turn off the transmitter. It jumps from 1116 up to 1562. I'm assuming I did something wrong when I set the failsafe on the receiver but I'm not sure what.
