After swapping ESCs with an other arm it seems that it is motor related. The 'problem' stayed with the motor when two ESCs were swapped around. One again I also moved the signal connectors back and forth. All situations resulted in the same motor demonstrating this 'twitching' behavior.
This is a terribly boring problem... I want to get onto the 'good stuff'. ;-)

One of the wires going into the motor had a poor solder joint from the factory.
This was found by stripping off the heat shrink and inspecting the joint.
Repaired and the motor is working fine now.
Odds are its a bad bullet connector. Try swaping a couple of the motors around and see what happens.
DO NOT PUSH THE STICK UP TO HIGH WHEN THE MOTOR STUTTERS OR YOU WILL BLOW THE ESC!
