Help needed - Cannot get manual mode working

This is my first time setup on rover.  I am using APM 2.5 with power module, latest rover firmware, latest MP, radio has been calibrated, all flight modes set to manual, APM red 'a' LED is on, blue 'c' LED is on, 'b' LED is off.

MP screen responds to rover manipulations.  3691077105?profile=original

Verified Rx output.  Tried with and without main battery power.  Cannot get any response to right Tx stick.

Any trouble shooting suggestions would be appreciated.

    @emile,

    First of all your Flight Modes from the top should be: Auto, Auto, Learning, Learning, Manual, Manual.

    Your Mode switch output (channel 8) should be >1900us (top position), 1500us (middle position), <1100us (bottom position) which corresponds to the default Manual, Learning, Auto Modes.
