F450 Quad Just Can't Takeoff

I have an SM450 Quadframe which I bought from RcTimer.com. I have the following components installed and wired up on the frame :

    1. Power distribution board

    2. 10X4.5 carbon propellers CW and CCW 

    3. Four 930KV motors - A2212-15 

    4. Four
