"Actually, my rover is not intended to submerge. My goal is to have a buoyant device that will navigate to a specific GPS location and loiter. Propulsion is not my biggest obstacle. I am looking to use a loiter function for Rover.

"I built a low-speed aquatic ROV using inexpensive marine bilge pumps for propulsion. Estimated forward speed is approximately 3 mph. They are low-draw durable and very reliable."
