While you forfeit the always-updated functionality of viewing online, you can try something like http://www.httrack.com/ to grab a complete snapshot of a site to view offline. Httrack does include the ability to refresh the mirrored site when online, so this may be a good option for you.
I'm afraid not. The manual evolves by the day and the thought of somehow keeping a PDF version updated is daunting to say the least. All open source hardware/software are online-only for exactly this reason.
You can of course print any page you want, but it won't be formatted ideally.
