Increasing range of RFD 900 using a balloon

RFD900 is the a long range radio module. They promise a range of about 40 km. But this is ground to air (so basically line of site) if my aircraft has to land at a remote location then its ground to ground range is only 10km. I had this idea of improving the range by putting the transmitter module on a balloon tethered at the base side. A little math using radius of the earth gave me the height of the balloon to be about 60-70 metres. Has this been done before? Have I overlooked some problem that could happen due to this?
