Toggle APM Camera Auto Triggering On/Off/Manual via Tx

Am wanting to combine auto triggering with manual control on one switch. I would swap out a single-pole triple-throw switch for one that has 1 momentary state and two stable states. They would allow Auto, off, and the momentary would be manual shutter.

Already got the auto triggering working on APM 2.6, and have moved to PixHawk now, but will build a new cable with 5v step-up converter eventually.

    Since Cam_trigg_dist is actually a parameter, there is no way in the current code to change is through RC. This must be done through Mavlink.
