Twitchy motor won't spin up after calibration

New to DIY and just about done with my first build on a Tarot 650 Sport frame.  My problem is this: I calibrated my throttle and ESCs yesterday and one(1) of the four(4) motors will not spin up.  I am using APM 2.6 with EMAX MT3506-650KV motors and EMAX 25A Quattro 25A x 4 UBEC Multi-rotor 4 in 1 Brushless ESC.  The APM motor control channels (1-4) are connected to an x8r receiver via CPPM to SBUS cable.

I have calibrated the motors by both the "all-in-one" and individual manual methods and everything seems to work as it should (goes into calibration mode, correct tone menu, confirmation tones).  I have used the motor test in Mission Planner and the motor numbers are correct, but the motor in question only twitches (I have increased the throttle percentage to 15% with no change).  The motors are connected to the 4-in-1 ESC as solid wires with no bullet connectors(no loose connections), and I have installed the three(3) wires from the motor in a number of combinations to the ESC.

I am not sure of my next step in troubleshooting this problem.  I am thinking about extensions for the three(3) wires coming off of the twitchy motor to be able to connect to another motor port on the ESC.  If the motor spins up on the new port the problem would be the ESC motor port.  If it doesn't spin up on the new port it would follow that the problem is in the motor.  Is there an easy way to check the motor?

Kind of long-winded, but I wanted to make sure I covered all of the variables.  Any help and/or suggestions would really be appreciated.
