Pixhawk Max PWM on RCOUT for X8

Hey guys I've got a bit of a puzzle.

My Pixhawk powered X8 running arducopter 3.2 calibrates it's ESC's to the PWM Range of the radio throttle channel input. I verified with an oscilloscope this morning that when in ESC cal mode it spits out 1.100 -
