One Motor Intermittently Runs Slowly?

I am having a perplexing problem with my Quad. Often when I run up the motors from an armed but stopped state, one motor runs mush slower, perhaps 1/4 the speed, of the other three. It is always the same motor, the right side motor on APM 2.0 channel
