I am trying to re create a second APM. I want to load 2.74b so that it is the same as my first. In mission planner, I tried to get previous versions. The list started with 2.74 ( is this the b version ?). After loading 2.74, I ran the CLI, it reported that 2.73 was loaded. As a alternative, is the file available anywhere else to be downloaded or does it need to be built from the source files?
I am using MP version .87

I've confirmed you're right and raised an issue for the mission planner here.
It's possible that it's an error with the tags in github but not sure. Hopefully MichaelO can figure it out.
