370kv motors rpm dipping at specific input level

I am using HobbyWing 30A Platinum Pro opto ESCs and the motors are HengLi W48-30 KV370.

When the quadcopter gets to a certain RPM the whole thing oscillates violently and also causes crashes in RTL mode and yaw correction is unstable.

I bought a servo consistency meter and tried to figure out what's going on and i found out that at a specific power level (1595), the motor RPMs slow and plateau for a little ways and then come way up to where they are supposed to be around 1630.

The problem happens with and without the props involved. It happens on every motor. I've deduced it to the combination of ESC and motor as far as i know. What could it be?
