As I was cruising through the MAKE: blog, I stumbled across this project. It is not a true UAV, but it seems to be pretty interesting as a platform. If I remember correctly, paraplanes have a really low stall speed, making this a decent platform for loitering.

That pulley system looks crazy complicated. Others have successfully made small UAVs with something closer to a hang glider (fabric kite, rather than parachute) design. See this video for one example.
