Im new to this all but been wanting to build a uav for a while. I have been collecting odds and end parts to do this. My question is can a stamp bs2pe capable of controlling a quadcopter. If not what are some other suggestions. My programming is limited to pbasic so any suggestion that could get me in the right direction would be appreciated.

No. I think the lack of floating point would pretty much make that an exercise in frustration. Sooner or later you'll want to graduate to a better platform, and Arduino is a great migration step from Basic Stamp. Not much harder to learn and so much less frustrating when it's time to something real.
