My question is the normal framerate from a receiver is 14ms however from my futaba receiver i can go to high speed which doubles the frame rate to 7ms can the board handle this? or would it not make any difference because in my thinking (i could be wrong) the quicker the signal quicker the response time?

I don't know if it can handle it (but I suspect it can). But I also don't see the point. The only thing it would do is make the machine respond every so slightly faster to your commands. But, you shouldn't even need to command the craft that quick. That's why you bought a stabilization system. The high speed system was invented for pilot in control, to shave milliseconds off the control loops (Pilot's eyes, brain, hands, radio transmission, servos, and finally response)
