Could you guys please help me with info about building a DRONE. I want to build a cheap (10km max.) range radio controlled drone. The drone should mount a camera but be fully radio controlled/ remotely piloted.

FPV platform is correct Martin. I suspect it might be cheaper than a 'uav' or autonomous vehicle.
Start by reading the ArduPilotMega manual, it answers your questions, If you think $1000+ is cheap?
10k will be much more expensive.
