As I am quite new in the manufacturing of a UAV, I am not sure how big should my horizontal stabilizer be to ensure the plane is stable in the flight. Is there any particular ratio compared to the wingspan? Hope I can get the answer from the more experienced people in this field, thanks:)

I'm assuming you are using a typical configuration (not canard), so it is a simple static problem:
The horizontal stabilizer must generate enough negative momentum around the center of mass as the wing does in the other direction.
That is: (negative lift of HS)x(distance of HS to center of mass)=(lift of wing)x(distance from center of pressure of wing to center of mass)
Since the stabilizer is behind the wing, the sistem is asintotically stable; any change from level flight rsults in a compensating force. (this is why canard configurations are so much rarer)
