How does a failsafe work in terms of microcontroller programming?

What modules in the microcontroller are involved.. I want to implement it on my own hardware..

i would also like to know how to program my radio and rx to apm board for failsafe features like "RTL" mentioned here http://code.google.com/p/ardupilot-mega/wiki/Failsafe. if someone could clear this up to make more sense?
