My APM 2.6 board gives me 1.3-2.7V on IC2 pins, im guessing this means the voltage regulator is busted?

i got a http://arduino.cc/en/Main/arduinoBoardNano laying around that i was thinking of using but im a bit confused on how to connect it to my board, see pictures, where am i suppose to connect it? :O
