(When I say glider I mean it without having any motors to propel itself through the air.)

The AMA rules are not laws, the AMA has no authority to make any laws. In many cases the AMA says to ignore the FAA guidelines because they have gone far outside the FAA guidelines for the last 30 years. New mandatory FAA rules are in the works and an NPRM is due to be made public in March 2011.
For unmanned, standard AMA rules apply, though you can look up 'fastest r/c plane' in youtube, see videos of unpowered 'dynamic soaring' planes hitting 400+mph!!! and above 400ft AGL.
