I'm developing a lightweight radar system for small UAVs. I'm looking for a suitable test platform with the following specifications:
1. lifts at least 5lb
2. can hover at around 100 meters above ground
3. can stabilize its position (in coordinates and height)
4. can log GPS and time data
5. flies for half an hour or more
Any recommendations where I can purchase such a quadcopter? Is there anyone out there who can build one for me? or is there a more suitable forum for me to ask this question?

I am not experienced enough to give you a complete answer, I will be building my first Hexacopter (did not even start yet).
But from my research so far, I can tell you this:
I think you can do all your points, except #5
#5 combined with #1, I think it is impossible, (I could be wrong). Maybe if it's gass powerd?
The more weight you put on it, the less battery time you get, even with almost no weight added, it's hard to get 30 minutes. Expecially not with a quadcompter, you probably need an octocopter, and very good batteries.
Also... the whole setup will probably cost you more than your car
