I have come to an end with one motor not working on my octo-x. I have switched esc:s, motors and checked all wirings and still the motor will not turn. All other motors function nominally. The motor does react initially to throttle input by oscillating slightly in both directions, however as throttle is increased it stops completely. The esc beeps normally on startup. Could this be a calibration issue or a APM thing? I'm running arducopter 3.0.1.

You said you switched ESCs. Did you do a calibration on the new ESC? If so then the problem is probably in the three wire control wiring to that ESC (bad solder joint, broke connection, etc). The beeping normally says the ESC is getting power OK, but it looks like the control signal is bad.
You could test this by swapping the outputs on the APM. For example, if your problem is with motor 4, switch the 3 and 4 outputs on the APM. Give it just a tiny amount of throttle (if you lift off it will crash!) and see if motor 4 still doesn't work. If it doesn't work, you're problem definitely is in the control wiring to that ESC. If motor 3 doesn't work after the swap, then you have a problem with the outputs of the APM.

You say you have switched motors and ESCs.. what did you do?
Take the non working motor and ESC combination. Replace ESC. Working now? No-->Return to original ESC, replace motor. Working now?
Use a servo tester or receiver directly to test. No APM.
