When I attempt to read or write WPs in Planner Mavlink, it won't connect.
Times out after 25 seconds, message says "Error : System.Exception: Data Received blah blah Might be waiting for GPS Lock...." But in CLI, can query GPS, reports Lat/Long, # satelites, etc.
Did connect previously. Had successful mission.
Terminal works in CLI, can query and set all, so therefore Com port and Baud are correct.
Slider is in Servo Header position.

GPS lock has nothing to do with MAVLink communication. What software are you using, what is your communication transport layer (eg. USB or wireless). What is your communication speed?
Are you using your APM with ArduPilot Mega software or ArduCopter 2 software?Please try this,
unplug from usb, set the switch in fly mode.
