PPM mixer board

I seem to have problems with my new PPM board from DIY.
The blue light is on and NO ppm out.
First 4 channels are connected to the RX.
Does this board come pre-programmed ?

I have also tested with only 3 input CH and 4 input CH
Blue light always on steady and no ppm out. always low.
The mux pin is always high.

Also I measured the pulse width of the radio ch3 (TH). 1.2ms low TH and 2.0ms at High TH
Blue trace is input to board CH3
Red trace is PPM output.

The board is pre-programmed. I think you're putting the connectors on the wrong channels. If you don't have an input on channel three you won't get an output. Try counting channels from the other side and see if that makes a difference.
