I have programmed my 12Z in such manner. 12Z is much easier to program but I would imagine that the best approach is to use dual rates to alter the first 3 states.
So try to program a 2 state switch as a dual rate for the 3 state switch.
Also the 8+ channel Futaba FASST radios allow fail safes on all channels so you don't need to worry about the rather complicated throttle failsafe setups. Imo a little extra spent on the radio makes your programming and failsafe setups much easier for the novice flyer.
