Its it possible to set servo limits through mission planner or do I have to edit it in the code somewhere?
I need to limit elevator and aileron travel down to +/- 15 degrees, in manual mode I've done so through the TX, but when I switch to stablize the APM exceeds those limits and causes binding on my servos.

I've re-calibrated in mission planner with the servo limits set on my radio, and this has also limited servos in stablize mode.

As Doug says, you need to do a radio setup first. But you can also adjust them via the Mission Planner:
