Slow climb in alt-hold?

As soon as I put my Y-6 (arducopter 3.1 on APM 2.5) it begins to slowly rise.  Even if I continually lower the throttle (which should reduce the targeted hold altitude) it still climbs.  I think my vibration level is OK (generally <1).  Here is a log from a very calm flight, mostly hovering, and trying alt-hold a few times.
