A reporter in Columbia would like a contact person involved in this field. I do not live near Columbia and cannot provide good visuals for a news story. The reporter, Clark Fouraker, has an initial interest in proposed state legislation regarding 'drones' (I coached him on the phrase).

The South Carolina proposal is HR 3514 and is seen HERE. For the offical SC site, go HERE.

I also pointed him toward the DroneSpeak website for terminology clarity.

  • Clip from the actual legislation:

    (12)    'Unmanned aircraft' means an aircraft that is operated without the possibility of human intervention from within or on the aircraft.

    (13)    'Unmanned aircraft system' means an unmanned aircraft and associated elements, including communication links and components that control the unmanned aircraft that are required for the pilot in command to operate safely and efficiently in the national airspace system.

Initially this looks like the subject of 'autonomy' is off the table. A robotic aircraft, operating freely is not addressed.

The real meat of the legislation is in the heading:

...TO DEFINE NECESSARY TERMS, PROHIBIT THE OPERATION OF A PUBLIC UNMANNED AIRCRAFT SYSTEM AND THE DISCLOSURE OF PERSONAL INFORMATION ACQUIRED THROUGH THE OPERATION OF A PUBLIC UNMANNED AIRCRAFT SYSTEM...

    ...without a warrant.

The key word is 'PUBLIC' pointing essentially to State agencies, i.e. law enforcement.

The AMA is tracking all the proposed state legislation regarding similar proposals and have a map showing such.
