Suppose a guy who intends to study skills such as welding & CNC machining had a quarter-ton of banned books or illegal satellite internet transmitters that he wanted 2 smuggle into Cuban territorial waters, what might the price ranges be 2 construct an unmanned semi-submersible (you know, like the subs the narco smugglers use?) to carry them?

A buddy of mine was asked a similar question. Someone wanted him to build an automous drone RC submarine that could carry cargo. My buddy turned the offer down as it sounded more like a drug run.
In any event an RC submarine with underwater autopilot and GPS would be more challenging. For one, the motors are quite noisy under water which means the U.S would sure be able to hear and track such a vehicle and sink it... 2) if anything goes wrong, that vehicle is lost 3) as I have studied in my PH.D, Marine Biology program, the sea is full, and I mean full, of many predatory organisms.... and even for those not predatory by nature, there are those that are curious. In effect, an automonous rc submarine would soon become fodder for many a marine organisms... even fishes would take a bite and swallow.
4) the fourth is navigation, given that the ocean is much dense, much murky and filled with many debris, weeds and obstacles, obtacle avoidance would become a nightmare as whatever is used would have to distinquish between stuff it can swim through and stuff it cannot.
Nevertheless though, this would be the final frontier (after Rc drones for space travel).

It would probably be cheaper to ship the components and assemble the transmitter at the destination.
I don't believe resistors and capacitors are illegal, even in cuba :)
