I have tried turning off the transmitter to test Failsafe twice and both times the motors disarmed and the copter fell. Before I try this for the third time, I would like to ask some questions.
1. When I change the failsafe options in the MP, there is no save option. Is the information being updated in the copter automatically? I know my low battery - land feature is working but Throttle fail is not. I am not sure how this works but I hope, of course, that this works when not connected to the mission planner.
2. I completed the steps listed in the new manual for setting up the throttle failsafe, including the testing. Test #3 has me arming an increasing the throttle. I then turn off the transmitter. I see the mode go to LAND for a couple of seconds and then DISARM. The DISARM concerns me. I am lifting the copter about 4 feet above the floor before turning the transmitter off and it still disarms. I would expect it to stay armed until the copter is back on the floor as it does with low battery.
I have my low throttle pw set to 925 as per the instructions to be above 910. I have the threshold set to 985. My low throttle with the transmitter on is 1085.
All this testing has been without a GPS lock and the throttle failsafe set to Always RTL.
I plan to retest this live again soon. If I am doing something wrong, I would appreciate some input.

Did you ever get an answer? I have been working on this as well and found that if I set RTL height to "0" which tells it to land, everything works as described in the wiki. Mine was doing the same as yours and just "Disarming" when I turned the transmitter off. Had it had props on it and been hovering, I would have been doing some repairs about now.
