Throttle start point is too high with APM 2.8

So im a noob at this since i just started building my own quad a few days ago, i have calibrated all of the things needed and the quad arms. However the lowest throttle point is around 20% and slowly increases to 25 % with no stick movement. this causes the quad to lift from the ground.
